| I'm not an expert but you can apply for permission to build on property you don't own. Gaining permission doesn't mean you can proceed because you are still faced with the problem of not owning the site. As the new owners have said they are planning to open in the Summer they probably wouldn't have time to submit a new application if this one fails so it is probably a good bet that they have had separate discussions with the Council about use of the pavement space. |
