They'll probably shoot me for recommending them (!) but downstairs at high road house is available to book I think.  I have been there when there was an 18 year old's birthday.  They had hired a chap for the door who had a guest list and was checking ID's and I'm sure the bar team downstairs were checking IDs as well.  It's very self contained (they won't be bothering anyone else) and they don't tolerate any silliness at HRH so you can be assured there will be no monkey business.
