You are going to have a hard job finding a venue if all the guests are around that age. The best way to get a venue is to mix the guest up with older relatives and guarantee to the venue that you will police the event on the night. One venue by Hammersmith Bridge did say they would do it, but by the time all the costs were added up it came to £600. Needless to say we didn’t find a venue locally that would hold an 18th Birthday party. But maybe venues are feeling a bit more relaxed about it now as the money isn’t about now.  Sorry I couldnt be of more help, wish you well on your hunt and hope you find one.
