K&C and Westminster always had low rates - probably because they had fewer residents in subsidised, council owned homes, and therefore needed less income to provide their other services. Councils with a big proportion of poor residents needed to raise more money to cover benefits/subsidised housing etc etc and therefore had to charge those liable for rates a higher amount than the rate payers living in wealthier areas. Tenants living in Council houses, even if there were 2 or 3 wage earners in the household, paid no rates at all. A dotty arrangement which defied anyone, including Mrs T. to sort out. Don't know what the current position is but it's obviously grossly unfair to levy water charges based on this long defunct "rateable value" system. |
