Let's assume the inevitable and that the consulation turns out to be the sham we all suspect. Then the application for permission to build the runway goes to the new fast-track planning commission. Let's also assume that that commission in turn does what the Labour government expects of it and gives the go-ahead to build. Can a judicial review of the decision - and all that led to it - take place at that stage? Or is the commission's decision the final word? |
