I suspect that another bit of goalpost shifting could be to exploit what areas the EU directive applies to. I came across this quote : "The directive is clear that limit values apply across a Member State, but compliance shall not be assessed where members of the public do not have access and where there is no fixed habitation. They also do not apply on the carriageway of roads and on central reservations, except where there is pedestrian access." So if you make the Heathrow bit of the A4 free of pedestrians I am sure the whole issue becomes much easier ! |
