Yes, Fitzpatrick and Kelly have often come across as smug and sure ... but now they're being found out. I'm not so sure that Jim Fitzpatrick is quite as confident as he was a few months ago e.g. during the debate in the Commons on Heathrow expansion. And if he and Ruth Kelly were really that confident they'd have announced the decision by now. During the past two weeks Ruth Kelly was expected to announce an expansion in passenger numbers for Stansted and a public enquiry into BAA's application for a second runway at that airport but this has also been put on hold. There's so much in the public domain now about the cosy relationship between BAA and the DfT that they're bound to be concerned. But they have to keep up appearances while the figures are being massaged. |
