If the objective is to reduce pollution by increasing the real price of fuel, then $100 per barrel oil is doing that. In answer to a question by John Redwood Angela Eagle indicated that the current duty is 50.35 p (plus VAT) for non-business users, per litre.  So a 4% increase in fuel duty would be 2p.  About 46p goes to the oil companies and suppliers. The market price of oil has doubled since January 2007. Greenpeace have argued that the Government bottled on the fuel duty escalator of 3% introduced by the Tories (Steven Norris said in 2006 that the Tories would reintroduce that, anyone going to ask Boris the same question?).  I think duty would be about 10p higher if the escalator had been kept.  With VAT that would be roughly 12p  From the above you can see that recent price increases have negated the effect of the removal of the  escalator. Current predictions are for oil to hit $150 by 2010. 2p in these circumstances is neither here nor there. Still, the operators have to be angry with someone, so why not blame the Govt. or foreign drivers for their woes?
