I gather that 'No Entry' signs, while far more recognisable and widely obeyed, are closely rationed by transport authorities, particularly if they're going to have exemptions attached. Hence the use of its poor relation, the low flying motorbike 'No Motor Vehicles' sign, the significance of which few people seem to recognise. It's not helped in Hartington Road by having the restriction some distance along and offering no alternative route to avoid it, with the road ahead remaining invitingly open to allow 'permit holders' to drive through. As others suggested, putting the sign at the end of Hartington Road would simplify the arrangement but would restrict access to the marina and the sports ground which the present scheme presumably wants to avoid. Can't beat a physical barrier for clarity and effectiveness.
