One of the main reasons car ownership in London is declining is BECAUSE of on-street parking controls not despite them. Take them away and ownership will increase again. Cllr Mayne was brave in supporting the introduction of on-street controls because for years our Local Tory Councillors  ignored the very real problems of residents in over-parked streets for fear of upsetting others who had no parking problems at all. A cowardly approach and one that was contrary to Council policy. He took a lot of flak as a result of his decision but now its success can be measured by the large number of people actively petitioning for controls in their own streets.
