It has been reported that the cheat was implemented in the car software. So the software detected the test conditions and switched on the emission controls. This type of cheat would probably not be apparent to anyone except people who knew the functionality and design of the software. So you are correct that the key question is who in VW had this knowledge and specified and authorised the cheat. However on the point about this being spotted "only due to eagle eyed engineers". It has been known for years that the "real world" performance of diesel cars is many times worse than the emissions tests. The real world performance of of Euro 5 diesels is worse than the limits for Euro 1 diesels back in 1992. This seems to have been accepted unquestioningly by the regulators and governments in Europe. So how much cheating has been going on in Europe? It isn't just VW that need to be questioned, but also regulators and governments in Europe who have complacently accepted real world emissions far greater than the limits and done nothing about this. |
