Given that Chiswick High Road is the nation's top road for PCNs it is not really imbecilic for people in the area to be cynical and suspicious about any new speed control technology.

However, if implemented sensibly average speed cameras could work well for the A40 where there is not really a problem with speeding except in the small hours when late night boy racers area apparently a growing problem. They are aware of the position of fixed position cameras so can avoid them.

Otherwise the volume of traffic tends to mean that the general flow on the A40 is always pretty much around and about the speed limit. The only hazard is people who aggressively lane change but I don't think they would be caught by average speed cameras as they don't actually proceed that much more quickly than the rest of us obeying the speed limit.
