I have lived alongside the A40 all my life. When I was young we used to expect an average of one serious accident every day at the nearby junction. I am used to the gridlock whenever there is a problem within about 6 miles, often taking several hours to clear, and it is often a surprise if a vehicle with more than two wheels can get near the speed limit. Unfortunately many accidents are the result of someone else doing something the driver did not expect, with traffic bunching as someone realises that there is no gap in the queue they were trying to jump for the next exit slip, or there are now two wheels immediately in front of them. The average speed can then drop to zero for a very long time.
Yes the cameras are looking at the rear number plates of all vehicles as they pass the road markings, and the time taken to reach the next location is measured. If the average speed is identical to the speed limit then peaks are likely to be above the limit. There will be no tolerance if the average is higher.
