From the Rugby world cup site. Basically due to the later match times. 'The temporary closure will facilitate a new park and ride shuttle service to various locations but primarily from Kempton Park. A shuttle bus service after each of the 10 matches direct to Waterloo in central London. Both will move spectators out of the area more quickly. It will also give easier access to residents, who within the closure area will be given managed access through Resident Access Permits. The late kick-offs plus a different operation for RWC matches including reduced stadium car parking, wider audience demographics, different arrival and departure profiles, a desire to clear the area of spectators as quickly as possible for residents/businesses and provide greater access for resident/business on match days could only be achieved through a managed closure of the A316. Traffic modelling was undertaken which demonstrated the ability of the network to be managed in a positive way. Only by implementing this closure can we deliver an operation that we are confident will benefit the local community. ' |
