If you have a paper permit, you have to display it. If it's covered up by P&D tickets, you are not displaying it. What would be the basis of your appeal? Was any part of the permit visible, enough to identify it as a resident's permit? If so, and if you were issued with a code 12 PCN, then it's worth an appeal on the grounds that with part of the permit visible, it should have been a code 19. Otherwise, it may not be worth appealing. |
