Andy, I'm presuming you're referring to this post:

CHISWICK ROUNDABOUT IS ALREADY TOTALLY FULL AND IT HAS TAKEN UP TO 15 MINUTES TO ACCESS THE ROUNDABOUT FROM HALF WAY DOWN THE SLIP ROAD FROM THE A4.. IS THERE ANY IDEA AS TO HOW TRAFFIC WILL BE REGULATED.
sHOULD HEATHROW EXPANSION GO AHEAD THERE WILL BE TOTAL GRIDLOCK IN CHISWICK AS CAN BE EXPERIENCED EVEN NOW.

Personally, I would have posted as thus:

Chiswick roundabout is already totally full and it has taken up to 15 minutes to access the roundabout from half-way down the slip road from the A4. Is there any idea as to how traffic will be regulated?
Should Heathrow expansion go ahead, there will be total gridlock in Chiswick, as can be experienced even now.

Personally, I think CAPS are a lazy way of communicating with a 'can't be arsed' attitude to punctuation also.

Having said that, the gentleman who posted, Hans-W.Danziger, would not appear to hail from these shores, so maybe he felt the need to shout!
