Topic: Hounslow Highways - Dolman Road works

Why is it that Local Authorities (in this case Hounslow Highways) are not required to follow the same stringent Environmental controls to their own projects that they require others to follow for their projects (Consultation / Section 61 etc for time and method of works). Works commenced this evening on Dolman Road with no consultation of residents, with noise levels recorded up to 97dBA next to residential properties with young children, working people, & the elderly having to put up with these works from 20:00pm to 05:00am. Why do these works need to be done at night and disrupt residents sleep - is it because Hounslow make a lot of money from parking fees along Dolman Road I wonder?
