The standing operating procedure in both Ealing and Hounslow appears to be initially reject all appeals no matter what. They reason that people will be intimidated by the system and worried about having to pay double so that even fines issued in error will be paid.

Don't waste your time trying to contact them again. Make a formal appeal to the adjudicator including a copy of the email from the Council extending your permit and the fines should be waived. Given that you can provide documentary evidence of the Council's error the case is unlikely to go to adjudication.
