Mike, Joe is right. Most of the signage etc and the posts to support it is necessary and prescribed nationally. Next time you're at the CHR/TGT junction (the one in your photo) have a look at the traffic signals. The same poles now support the street lighting. You'd think this would be simple to achieve but it isn't, as the traffic signals need to be precisely positioned in relation to the points where traffic stops for the signals, while the streetlighting also has to be positioned appropriately to achieve an even spread of light. Getting two agencies (council & TfL) to share poles, which carry different voltages of power supply, is a challenge. DfT regulations don't allow the traffic signal poles to support CCTV and road signs, hence 2 sets of poles instead of the former 3. Taken from the right angle and with a telephoto lens, you can make just about any junction look cluttered, but that doesn't mean to say that someone hasn't tried to make it less so.
