I visited Southall recently which is a part of Ealing with wheelie bins.  It was no different from Brent where instead of neighbours chatting over the front garden fence there are three large wheelie bins.  If only the Council made it patently clear that it is acceptable to use an ordinary sized bin to protect your black bin bag...  and if you place said bin next to your boundary with the pavement the collection crew will lift it out (unless it obviously is full of non-household waste).
