Although Anne used to live in the car park it doesn't seem a very nice place for a memorial garden to me.  Not that many people pass by daily and lots of them would be commuters, and who would be responsible for the upkeep on a permanent basis? A better idea would be in a more central position, maybe a small area of St Michaels church frontage could be used and a new bench with Anne's name on could be bought - after all, when Anne was with us she used to sit there and she is saying her last goodbye from there, so it seems to me to be a far more fitting place for a memorial than a car park.
