Anne lived in the Welstead Way car park, which I assume is owned by Hounslow Council.  They certainly manage it, though it looks fairly neglected.

The shrubbery that she lived in became so overgrown that it blocked a gate which gave access to the adjacent embankment for TfL (London Underground).  LU cleared the area rather too enthusiastically a few years ago, which destroyed Anne's shrubbery, but by last August it had partly grown back (Google Street View):

The containers and hoardings are part of an LU contractor's site under the viaduct.
