Putting an unrealistically high Release Fee in a player's Contract is just a way for his club to retain control over when/how much/to whom they sell him. If they change their mind, they can always take the clause out and sell him for less.

And when a player agrees to such a Clause, he will also negotiate a wage increase, to "compensate" for his being tied in to the Contract by the high Release fee.

Conversely, if a club is struggling to afford a new signing's wage requirements, they will sometimes agree to an unrealistically LOW release fee written into the contract.

That way, if the player does well so that he subsequently attracts other clubs who want to buy him, if his true market value is, say, £10m, but his Contract says can be sold for say, £5m, then that gives him a choice as to who he joins, as well as much greater leverage when it comes to negotiating his wages with his new club.

As for the OP's original question, assuming she refers to Ronaldo/Real Madrid, this €1 billion release fee has merely symbolic/promotional value. Real are the wealthiest club in the world and Ronaldo the best paid player; he doesn't want to go elsewhere and they don't want to sell him.

Therefore this "€1 billion player" idea is just a way of boosting the club's image amongst sponsors and supporters etc, whilst at the same time massaging the player's own (already massive) ego.

In short, no club would ever pay, or have to pay, €1 billion to sign Ronaldo - he's going nowhere.

P.S. Ronaldo's Agent has just released his Autobiography - this "story" is also a publicity stunt to draw attention to it and boost sales.
