| A high proportion of contract staff will be care workers. Consultants are employed because they are cheaper in the long run (no NI employer costs, no accrued employment rights, no pensions). This is the result of spending controls on councils. The situation simply reflects on the practicalities involved in managing public services when central Government demands more for less. |
