The key question is does Serco benefit financially if they accelerate the issuance of PCNs? If they are in financial difficulty then they are unlikely to resist the temptation to exploit this ability to improve cash flow. Given the nature of the way appeals are handled a large number of bogus and spurious PCNs will end up being paid and it isn't likely that the Council would exercise and oversight because they will welcome the extra income. |
