Loopholes could be described as mechanisms whereby tax behaviour which would otherwise be described as illegal evasion are reclassified as legal avoidance (at least until HMRC has the wherewithal/bottle to challenge them before the courts)
They bear no resemblance to things like ISAs which were introduced by the government to provide an incentive to save - the incentive being specifically tax saving.
I believe it is legal to walk out of a restaurant without paying the bill - just leaving your name and address and saying, in essence, see you in court if you want paying. Legal, and aimed at producing the best possible outcome for your family and dependants (not, as is customary in the cirumstances, to mention yourself) but most people would nt regard it as totally justified, sensible or moral.
