ANSWER - by making it an attractive proposition, with reasonable taxes,  for the wealth producers to register and base their business in this country - that how!   If trading conditions are hostile, these wealth producers simply register their businesses out of the UK to a more welcoming country, thus depriving the UK of any tax income  at all.
