I agree with everything Vanessa has said on this thread but I would add one caveat.  There is no point in taking more power from politicians in Westminster and giving it to politicians in Lampton Road if the structure compels them to follow the Party Line anyway rather than first and foremost being advocates for the people they were elected to represent.

A devolution of power from central to local government must be accompanied by a move away from primitive tribal politics and towards a more inclusive and participative system.  Being part of a small club which gets to make all the decisions about other people's lives may provide a buzz for a certain type of person, but in the long term democracy is the loser as the bulk of the people inevitably become disengaged and disinterested.
