It is a tax based solely on the property.  If you had no property you would pay no tax, if you live in a property then you pay the tax.  Since most people own the flat or house they live in, or aspire to own one, then it is a property tax. The definition is not that difficult and you're missing the elephant - mansion tax will get us all within a few years.
