There is nothing quick about the implementation. They are the essentially the original plans consulted on in 2017 then updated for a second consultation in 2019.  Implementation was impacted by Covid so the current design is essentially the "temporary" design. The plans were published again in 2023 when C9 was made permanent. So about 10 years from initial consultation to implementation. The delay between 2023 and 2026 is basically because of negotiations between Hounslow and TfL to provide funding and availability of the funding. In 2023 Hounslow also proposed removing the bus gate at Acton Lane as well as the cycle lane upgrade but bus gate removal was vetoed by TfL as their assessment was it would increase bus journey times, not improve them.
