| I have to disagree. From https://www.centreforcities.org/blog/reflections-on-25-years-of-the-london-mayoralty/ What are the achievements of 25 years of mayors Livingstone, Johnson and Khan? Perhaps the most obvious has been the rapid improvement of the city’s already massive public transport system. Not only has the Underground been modernised, but the Elizabeth Line has been built, the central London congestion charge, the city-wide Ultra Low Emission Zone, a single ticketing system for all modes of public transport and the ‘touch in/touch out’ contactless payment system have been successfully pioneered. It is hard to imagine any of these new lines and operating reforms being introduced without a directly-elected mayor as policy-maker or cheerleader.
