| Serious question - what are “the rules” and who should enforce them? There are terms and conditions that people using the hire bikes agree to - so presumably that would be initially up to the bike hire companies to ensure compliance. There are ( I presume) conditions that councils impose on the bike hire companies to allow them to ‘trade’ in the borough - these conditions I expect would include where bikes can be left/picked up from. Again, initial ‘enforcement’ I expect would be hire companies. But who checks that the hire bike companies are doing their bit? Council officers? |
