"Are Hounslow residents allowed to charge across pavements in front of their house?" This is actually a very difficult question with some councils insisting it is illegal under Part ix of Highways Act 1980 and others being OK with it as long as there is no trip hazard - of course that does assume the Council is even aware that someone is running an electrical cord across the pavement. Currently Hounslow Council do not permit this even if you use a cable protector to minimise the risk of trips and falls.  Personally I would not do this because if someone does trip/fall you could be liable. (https://www.hounslow.gov.uk/info/20053/transport/1497/electric_vehicles_-_charging_points/4) It would be nice if Hounslow agreed to allow the installation of cable gullies in the pavements with metal covers which would not constitute any trip hazard but I am guessing the costs would be too high and of course it would also reduce any fees that the Council gets from lamp post charging
