The "No Left Turn Except in two stages" signs are only for the eastbound cycle lane, and have been there for about 18 months. I took the photo below in December 2020. Cyclists bound for TGT are meant to wait on the cycle images between the cycle lanes and the pedestrian crossing over Annandale Road, and then wait for the Annandale Road phase of the lights. Cyclists get a green lights a few seconds before motor traffic.
