| But, if you don't purchase anything you won't have any evidence to provide if you appeal against your PCN. I am assuming you will be given the benefit of the doubt if you can provide a receipt within an hour of the original contravention - Hounslow are likely to reject it but they won't take it to adjudication. Of course the danger is that, when you circle around again, you find the loading bays still blocked. In which case I would be inclined to block the road while making your purchase if it is something you can collect within a couple of minutes. I think people would be understanding if you explain the situation to them particularly the local shopkeepers. |
