| The order states vehicles 'requiring access' are exempt but this isn't specified anywhere. We can assume that anyone living in the Glebe Estate requiring access to their home wouldn't qualify but the businesses on the road are suggesting it is like a stop and shop regime with the loading bays essentially serving as a short term parking space. Whether the Serco van will ticket every vehicle that passes them or just those that proceed straight through we don't know but most of the shops provide time stamped proof of purchase which it would be a good idea to hang onto. Perhaps the best thing to do if the loading bays are full is to circle around and make sure you complete a purchase at a shop so that you have evidence to challenge your PCN. It really isn't acceptable that this ambiguity remains and Hounslow Council has yet to explain how the restriction operates. The uncertainty must be significantly increasing the impact on the shops in the area. It could be that the council is simply incompetent or they might believe that the ambiguity is a cheap and effective way of discouraging use of the road in the absence of proper enforcement, in which case they are incompetent. |
