Ditto a cyclist who 'cleared his nose' via the finger over one nostril technique a couple days ago at a pedestrian crossing. I called him on it (politely), which was met with the other nostril being emptied in my direction as he pulled away, accompanied by a smug grin.

i get that it's hard to get out of habits (disgusting that some like spitting and snotting are anyway), but right now, you've got to be pretty ignorant not to be sensitive to it.
