It's a bit odd if they say they rejected your challenge but you haven't heard any more. The next stage would normally be to send by post a Notice to Owner to the registered keeper of the vehicle as logged with DVLA. Is that you? If so, it's worth checking the V5C document ("logbook") to see if your address is correctly recorded.
Also, I suggest you go to https://www.hounslow.gov.uk/info/20011/parking_transport_and_streets and click on "Appeal a penalty charge notice". If you enter the PCN number and your car number, you should be able to see what the current status is.
