Or could be related to German banks being partly-owned by regional governments (and often being serious equity investors in businesses)?
Oh, and that other countries see a value in tipping the playing field in favour of business in their own country rather than following Thatcherite dogma (both parties guilty) for pure markets and blaming European procurement rules.
