The govnt did not consider the impact of R3 on "surface transport" ie roads, in its decision to approve the runway. It just decided the people could get too and from the airport. I think those of us in Chiswick now have a good idea how much traffic on the A4/ M4 is in fact related to the airport. A third runway would be a disaster for local roads, and the M4, M25, M3 corridors. More congestion, more pollution. Dont forget Brown and Labour are the only party who support R3.
