I took a quick glance at Hounslow licensing policy and could see no reference to a blanket policy of not permitting people to drink outside after 10pm so it must have been a specific requirement for the London Apprentice whenever their license was renewed or changed at some time in the past. 

I strongly suspect that the requirement would have been added because of complaints from local residents.  Who can say if the complainants were vexatious NIMBYs or if there was evidence that the pub wasn't being a good neighbour.

Requiring people to move inside after a certain time isn't unusual.  For example, The Raven pub  opposite Stamford Brook (so in H&F) close their small outside space after about 10pm and I am sure there are plenty of other examples.
