Post Office Ltd does have Public Services Obligations despite not being a state enterprise. The problem we have is that these were framed on the assumption that closures would be in rural areas, not densely populated. It is obliged to provide 99% national coverage for the population with a Post Office within three miles and it continues to meet that for people in Chiswick. It also must provide 90% coverage for post offices within one mile and this is probably still being met for quite a significant chunk of people living in W4. Therefore the original charter of Post Office Ltd doesn't oblige it to run a Post Office in Chiswick. You can blame privatisation but ultimately management are responsible to shareholders and they won't accept subsidising an unviable branch when they have no legal obligation to do so. |
