The regular closing to tweak the design makes it difficult to ever reach a conclusion as to whether C9 has been successful or not.  What we really need is a full year of leaving it alone to have proper data on how well, or not, it is being used, what effect that is having on traffic etc.  Only then can we have a meaningful discussion about its future (although even then I would prefer more long term data, possibly 3 years worth)
