Your main beef is with your landlord, who, presumably as the owner of the flat, would have been informed of all these plans over time and should have kept you informed.    With well organised work, you'd expect some information to be on the notice boards in the entrance. For such major work you must be able to contact the freeholders of the block who are organising the work, either through the builders or your landlord. There must also be some neighbours in the block who are owners who will know more about what's going on.

'Cladding work' can be anything, from a brief inspection to totally replacing inflammable panels. Again, it's back to your landlord to find out what's going on, and to tell them how your flat is becoming uninhabitable and that you, if nothing else, expect a substantial rent reduction or even rehousing temporarily.
