I am very much in favour of 20mph speed limits. They make a substantial difference to an area in which they are implemented. It is true that most cars exceed them but a car going above 30mph is now going noticeably fast whereas it would have been the norm before the change. I have never ever been overtaken by a cyclist in a 20mph zone despite sticking as close as possible to the speed limit. As for the condemnation of the LCC, it seems that the main complaint against them is they are successful in what they set out to achieve. At the moment with Andrew Gilligan pulling the policy strings they are in an unprecedented position. I think they are making a significant error in supporting every proposal in its entirety uncritically. This is going to result in money being spent on schemes that will not survive for long and a generally unfavourable reaction by the public to any future proposals. When Gilligan goes and a more balanced transport policy is promoted by Number 10 or the Prime Minister loses interest in the area, it will be very hard to get even the best designed schemes off the ground. |
