In principle your are correct but there are five stumbling blocks.

1. Administering a whitelist of such a size has never been done anywhere else. LBH are not geared up to do this.

2. Using the CPZ list of names and addresses would only give a partial solution. There are for example many car owners/users who have off street parking or live on the private estates off Hartington Road who are permitted to join the CPZ but choose not to.

3. LBH are currently piloting the use of ANPR technology with a maximum of two cameras. There are nine potential exits/entrances to Chiswick Riverside ward - the large number of potential routes that a rat-runner could follow would make the setting up of the system complex. But not impossible.

4. Cllr Hanif Khan has on several occasions expressed the view that a scheme that allowed all local residents to travel freely within the ward would some how create an exclusive or privileged neighbourhood. He fails to understand that is exactly what he has done for Hartington Road and SOG/Thames Road residents.  

5. Finally there is the almost religious belief amongst members of the cycle lobby, Cllr Khan included, that motorists must be made to suffer because this will make them reduce the number of unnecessary short journeys that they undertake. There is however no good evidence that this is a serious problem in our area. Moreover under the new schemes many of us will still be able to make short journeys into ANPR controlled streets without any penalty so long as we enter and leave by the same route.
