Tunnelling is a lot more expensive than surface works. The trouble with the Hammersmith tunnel was a significant proportion of traffic (about 40%) wouldn't use it so there would still need to be surface roads for all the traffic that is going or coming somewhere other than around Barons Court where they positioned the eastern tunnel portal. The longer the tunnel is, the less traffic will use it and the more will be on the surface. The report claim of "reuniting Hammersmith and Chiswick with the river" wouldn't happen with a 4 lane dual carriage way still there. Hammersmith residents surveyed thought it would be great if the tunnel was extended to Sutton Court Rd. Of course, LBH&F didn't ask people who live around Sutton Court Road what they thought about it. If you think the A4 is bad, wait until you see what a 100m long trench for a tunnel portal looks like... The whole thing looked a bit like a failed urban motorway plan from the 1960s.
