"I've said more or less the same as you regarding displacement and shifting pollution elsewhere, but oddly enough the main proponents of CS9 on the Forum didn't respond" It is impossible to predict future traffic patterns with certainty. If the economy crashes because of Brexit, that will also affect traffic. From evidence of what has already happened with existing schemes, there was no increase in pollution. There isn't a "fixed" amount of traffic - traffic is just the sum of thousands of individual human decisions and people can and do change their mind in terms of making a journey, how they make the journey, when they make the journey... This is a statement of the bleeding obvious, but if you make it easy to drive and park, then more people drive. If you make it more difficult to drive and park, then fewer people drive. The cycle scheme is therefore a bit of carrot and stick - providing better cycling facilities and making things a bit more difficult to drive and park, such as stopping rat-runners along Wellesley Rd and Sunday parking restrictions. The opponents of CS9 don't seem to have any constructive suggestions for how to reduce the numbers of people driving, and increasing the numbers using other modes of transport. |
