This is exactly what they do with my small bag of rubbish which sits nestled at the bottom of the monster for all of an hour tops on the day of collection. I did apply for an exemption but was not granted one and this is the situation in which many of my neighbours in Brentford find themselves. Others, however, got exemptions and some on rather dubious grounds may I say although I am grateful that this means fewer wheelies per street. On a positive note, it sounds as though the bin men and the residents are coming to their own way of handling the situation, a nod's as good as a wink etc. You may well find though that in the first few weeks of roll out the men are under strict instruction to not take any loose bags and to put stickers on them telling you why. Utter nonsense all round.
