You can opt out of receiving a wheelie bin - email Thomas Burgess and ask that no bin is delivered. I did this successfully last year. You have to say something to the effect that "I realise that I will have to dispose of my black bag waste myself"

Hounslow then say that your black bag waste will not be collected, but if you put out a loose black bag on the morning of collection it will be collected, in my experience and that of many of my neighbours, who have also opted out.
